The Readjustment Counseling Service is recruiting for Vet Center Director at its local Binghamton, New York, Vet Center. NOTE: This position is multi-disciplinary and can be filled by: Social Worker, Licensed Professional Mental Health Counselor, Marriage & Family Therapist, and Psychologist. (NOTE: This applies to the past, current, and upcoming VA Health Professional Trainees (HPT) only. HPT is an individual appointed to temporary positions in one or more VHA medical facilities performing clinical or research training experiences to satisfy program or degree requirements or receiving VA Health Professional Scholarship Program. HPTs can be either VA-paid or Without Compensation (WOC).) Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; OR a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure: Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. Candidates must possess the ability to provide clinical supervision. Some state licenses do not license an individual to provide clinical supervision to trainees or unlicensed LPMHCs. Please refer to specific state licensing laws regarding the requirements for providing clinical supervision. Grade Determinations: GS-12 Experience. In addition to the basic requirements, candidates must have one year of experience equivalent to the GS-11 grade level, which demonstrates possession of advanced practice skills, judgment, and competency. The experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following Knowledge, Skills, and Abilities (KSAs): Ability to administratively supervise other providers and conduct meetings. Ability to maintain a professional environment by following organizational policies, guidelines and safety standards. Ability to establish and clearly communicate guidelines and performance expectations for staff. The full performance level of this vacancy is GS-12. Physical Requirements: The work is primarily sedentary. It may require some lifting (10-20 lbs.) occasionally. ["The Licensed Professional Mental Health Counselor serves as Vet Center Director on the multidisciplinary team that is located in a community-based Vet Center that provides veterans with community outreach, counseling, therapy, treatment and direct services and referral to VA and community resources and community education regarding the problems and needs of the veteran. Duties include but are not limited to: Provide clinical and administrative leadership, management and supervision of all Vet Center staff and all other professional, paraprofessional and nonprofessional staff assigned to work at the Vet Center and to plan, develop, implement, coordinate, monitor and evaluate all treatment services of the Vet Center. Performs the administrative and personnel management function relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Develops work improvement plans, recommending personnel actions as necessary. Reviews and approves or time and leave authorization for all Vet Center staff. Assures that subordinates are trained and fully comply with the provisions of the safety regulations. Performs work related to the review, monitoring, analysis, planning and assessment of various programs. Responsible for key project activities related to the planning, development, and implementation of the project component.
