This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Education: a Master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; OR a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure: Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. Grade Determinations: GS-12 Experience. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills, judgment, and competency. Licensure: Candidates must possess the ability to provide clinical supervision. Some state licenses do not license an individual to provide clinical supervision to trainees or unlicensed LPMHCs. The Licensed Professional Mental Health Counselor Supervisor is responsible for the over-all clinical and administrative operation of the Vet Center which includes budget administration. The Licensed Professional Mental Health Counselor Supervisor in coordination with the Deputy District Director defines the mission and scope of practice of the Center according to the policies of Readjustment Counseling Service (RCS) and the needs of the local Veteran community. Duties include but not limited to: Serves as the Licensed Professional Mental Health Counselor Supervisor (LPMHC) on a the multidisciplinary team that is located in a community-based Vet Center that provides Veterans with community outreach, counseling, therapy, treatment, direct services, referrals to VA and community resources and provides community education regarding the problems and needs of the Veteran. The counseling and therapeutic services provided by the Vet Center range from routine to complex. Possesses the capability to perform administrative tasks required in the community-based office of a program with a unique administrative structure and a variety of formal and informal working relationships with a wide range of VA facilities and community organizations. Manages the Vet Center budget and perform other administrative duties. Conducts assessment interviews, develops treatment plans, and provides treatment to eligible Veterans and their families. Treatment modalities may include crisis intervention as well as short and long-term services. Responsible to refer clients to other programs and professionals to include the VA Medical Center or Outpatient Clinic as needed, Participates in, and provides consultation to other team members and participates in conjoint emergency treatment with medical facility mental health personnel. Ensures that the Vet Center operates in an efficient manner that ensures good patient care. Budget management, clinical staff supervision, compliance to applicable RCS and VHA policy is performed on a routine basis. Responsible for assessing the training needs of staff and assisting them in securing training to successfully meet the clinical and administrative demands of their positions. Provides clinical, professional, and administrative supervision to the clinical staff of the Vet Center. Provides individual supervision and conducts administrative and clinical staff meetings on a regular basis. Reviews performance standards with staff and evaluates staff performance. If necessary, the Licensed Professional Mental Health Counselor Supervisor develops performance improvement plans to assist staff in achieving a fully satisfactory level of performance. Responsible for the screening/assessment of Veteran clients, treatment planning and goal setting, referral to service providers, development of a resource file, Veteran advocacy, crisis intervention, education/health promotion, coordination of non-institutional and institutional services, and individual/group counseling.
